| It is based on the fundamental premise that effective governance
is, above all else, about informed and consistent decision making in
the context of an ongoing process. The nature of the process and
those who participate in it varies by sector and organization, as
does the strategic context, but in many critical ways good
governance and decision making is made up of a common core of key
